What is an RFA?

Read the Request For Application (RFA) document from the THECB, Texas Higher Education Coordinating Board, website that contains general instructions and specific requests for applications, project specifications, instructions for completing the on-line Notification of Intent and on-line application, project requirements and deliverables. What are the deadlines for submitting a "Request for Applications" document?

A new RFA document is posted each year: Funding for curriculum development projects are provided via the Carl D. Perkins Vocational and Technical Education Act of 1998 (Perkins IV). By March 1 of each year, the Texas Higher Education Coordinating Board (THECB) posts on its website, www.thecb.state.tx.us, an RFA (Request for Application) document.

RFA Details: The RFA document contains general instructions and specific requests for quotes, project specifications, instructions for completing the online Notification of Intent and online application, and project requirements and outcomes. Community and technical colleges interested in submitting a proposal should read the RFA document.

How do I access the RFQ document?

  2. Click on Institutional Grants link located on the left side of the CB site.
  3. Scroll down the list and click on the Perkins Grants link.
  4. Go to Projects by Program Year and click on the appropriate Program Year.

Question 6

What is a Notice of Intent (NOI)?

All interested applicants shall notify the Coordinating Board of their intent to respond to this RFA by completing an on-line Notification of Intent form. Paper or faxed submissions shall not be considered. An NOI is required for each application that will be submitted.

Screening of NOIs

All NOIs will be screened by the Perkins State Leadership Advisory Council and Coordinating Board staff based on specifications described in Section III of the RFA Document and how closely the proposed projects address or reflect the priority projects in Section IV of that same document. All applicants will receive an electronic notification of receipt for screening for each NOI submitted.

Negotiations with Selected NOIs

After the NOI screening process is completed, successful selected applicants shall participate in pre-negotiations regarding methodology, outcomes, budget, and consolidation of efforts (when needed). Upon agreement of terms, the district Perkins Contact, where applicable, of the selected applicant institution shall receive an application number and password to complete an on-line application for each project selected.

Submitters of non-selected NOIs will receive an electronic notification that the application was not chosen for funding.

Submission of Application

Selected applicants from the NOI screening and negotiation process shall submit a complete on-line application for each project. All applications must be prepared and submitted electronically to the Coordinating Board through the Perkins Projects web application.

Prior to starting the web application, the Coordinating Board assigned application number and password will be needed for each 2007-2008 application to be prepared. These should have been received by the district Perkins Contact for each applicant institution.

In addition, a Financial Identification Number (FIN) will be required to complete the electronic submission of the application to the Coordinating Board. The Coordinating Board has issued a FIN to the chief financial officer or staff officer authorized for each institution and this FIN will be applicable to all Perkins grants at your institution.

The final item needed to complete the official submission of the on-line application will be the submission of one hard copy of the Application Cover Page with original signatures to the Coordinating Board by the deadline. Coordinating Board addresses and detailed instructions on how to complete the on-line application can be found in the RFA Document and the Perkins Projects web application. A Notice of Award (NOA) will be released for each approved application.
